All car manufacturers are responsible for putting in place a convenient network of Environment Agency approved treatment facilities (ATFs) that can take back an old car at no cost to the last owner, and ensure it is environmentally treated and recycled/recovered to 85%.

Additionally each facility must issue the last owner with a Certificate of Destruction to ensure that the last owners obligations (road tax etc) are ended when the vehicle is destroyed.
